Understanding Income-Based Housing Programs in Virginia

Virginia offers several housing programs designed for people with lower incomes. These programs work differently from each other, and understanding how they operate is an important first step. Income-based housing focuses on keeping rent payments manageable — typically between 25% and 30% of a household's gross monthly income — rather than market rates that can be much higher.

The state manages or supports multiple programs through different agencies. The Virginia Housing Development Authority (VHDA) oversees many initiatives. The U.S. Department of Housing and Urban Development (HUD) provides federal funding that flows through state and local housing authorities. Local public housing authorities in each Virginia region manage their own programs and maintain waiting lists for housing.

Income-based housing differs from other housing options because your rent adjusts based on what you earn. If your income changes, your rent may change too. This structure protects households from sudden rent increases that outpace their income growth. However, these programs typically have waiting lists because demand exceeds available units. Waiting times vary by location — some areas may have lists of several years, while others move faster.

Virginia's programs serve different groups: families with children, elderly residents, people with disabilities, veterans, and individuals experiencing homelessness. Some programs focus on temporary assistance while people transition to other housing. Others provide permanent affordable housing. Many programs layer support — combining rental assistance with case management, job training, or mental health services.

Practical Takeaway: Before exploring specific programs, gather your household information: total gross monthly income from all sources, number of household members, ages of any children, and whether anyone has disabilities or veteran status. This information determines which programs may be relevant for your household.

Public Housing Authority Programs and How They Work

Virginia's public housing authorities (PHAs) manage housing funded through the federal Housing Choice Voucher Program and traditional public housing. These are the most established income-based housing options available. Virginia has multiple PHAs covering different regions — the Housing Authority of the City of Richmond, Arlington County Housing Authority, City of Virginia Beach Housing Authority, and others serve their respective communities.

Public Housing provides apartment units owned and managed by housing authorities. The authority owns or leases the buildings, and tenants pay rent based on their income. In Virginia, approximately 15,000 public housing units are available across the state. Traditional public housing has faced maintenance and funding challenges in some areas, but many authorities have improved their properties through modernization efforts. Units range from single apartments to family buildings.

The Housing Choice Voucher Program, also called Section 8, works differently. The housing authority provides a voucher (a subsidy payment) to the tenant. The tenant finds an apartment in the private market — any landlord who will accept the voucher — and the voucher covers the difference between the tenant's rent payment and the actual rent. The tenant typically pays 30% of their income toward rent, and the voucher covers the rest, up to a payment limit set by the authority.

Waitlists for both programs are typically long and may be closed in many Virginia cities. The Richmond Housing Authority, for example, manages over 3,000 vouchers but has closed its waitlist to new applications. When lists reopen, they often fill within days or weeks. Some authorities maintain open lists and move applicants off lists based on how long they've been waiting. The process requires submitting documentation of income, household composition, and identification, which housing authorities verify before moving forward.

Once placed in either public housing or a voucher program, tenants have protections including lease terms that cannot be changed without cause, access to grievance procedures if disputes arise, and protections against housing discrimination. Rent recalculations happen annually or when income changes significantly.

Practical Takeaway: Contact your local housing authority to learn whether their waitlist is open. If open, request information about required documentation. If closed, ask when it might reopen and whether you can pre-register or be notified of reopening. Keep names and phone numbers of housing authorities in your region for future reference.

VHDA Programs and Low-Income Housing Tax Credits

The Virginia Housing Development Authority is a state agency that works to expand affordable housing options. VHDA administers several programs that fund income-based apartments. The most significant is the Low-Income Housing Tax Credit (LIHTC) program, which incentivizes private developers and nonprofits to build or renovate affordable apartments.

LIHTC projects are private or nonprofit-owned apartment communities that receive tax credits in exchange for keeping units affordable for 30 years. These are not government housing — they're private properties. However, the owners commit to renting units to households with incomes below certain thresholds and maintaining affordable rents. Approximately 30,000 LIHTC units exist in Virginia. Tenants pay rent based on their income or a flat affordable rate, whichever is lower.

These communities vary widely in quality, amenities, and location. Some are new construction with updated facilities. Others are older properties that have been renovated. Many include supportive services like job training, childcare resources, or health clinics. Some are mixed-income communities where both market-rate and affordable units exist in the same building. This mixing can provide better community dynamics and prevent concentrating poverty.

Finding LIHTC properties requires research. VHDA maintains a database of affordable housing communities on its website. The database is searchable by city or county and shows contact information for each community. You can also search online using keywords like "affordable apartments" plus your city name, or call 2-1-1 Virginia — a statewide helpline — for housing information. Unlike public housing, LIHTC communities handle their own tenant applications, and they may require income verification through different processes than public housing authorities.

VHDA also administers the Virginia Housing Opportunity Program, which provides down payment assistance to first-time homebuyers with moderate incomes. While this focuses on homeownership rather than rental, it demonstrates how state programs expand housing options beyond renting.

Practical Takeaway: Visit the VHDA website or call 2-1-1 Virginia to search available LIHTC communities in your area. Write down addresses, phone numbers, and whether communities accept your income level. Many communities have turnover, so communities not currently accepting applications may open up. Check back periodically or request to be contacted when units become available.

Rental Assistance and Emergency Housing Programs

Beyond permanent affordable housing, Virginia offers rental assistance programs that help households pay rent during financial crises. These programs are not the same as income-based housing — they provide temporary financial help while you maintain your current rental or transition to new housing. Understanding the difference matters because the timeframe and amount of help varies significantly.

The Emergency Rental Assistance Program (ERAP) emerged during the COVID-19 pandemic and continued beyond it. ERAP provided direct payments to landlords for back rent, current rent, and utilities when tenants faced hardship. Virginia's ERAP programs, administered at the local level, helped over 40,000 households through 2023. While the federal funding for ERAP has largely ended, some states and localities may still operate assistance programs using state or local funds.

Local departments of social services often administer emergency assistance programs. These vary by county or city but may provide one-time or limited payments for rent when households face immediate eviction or homelessness. Some are part of the Temporary Assistance for Needy Families (TANF) program, a federal initiative giving states flexibility in how they help low-income families. Eligibility typically requires showing that you cannot pay rent due to a specific hardship — job loss, medical emergency, or other documented crisis.

Homeless assistance programs in Virginia include emergency shelters, transitional housing, and rapid rehousing. Virginia's "Housing First" approach prioritizes moving people experiencing homelessness directly into housing with supportive services, rather than requiring them to stay in shelters first. Organizations like CARITAS, Catholic Charities, Salvation Army, and local nonprofits operate these programs in different regions. Rapid rehousing programs provide short-term rental assistance (usually 6-24 months) while people establish stability and increase income.

Utility assistance programs also help households keep housing stable. Virginia's Low-Income Home Energy Assistance Program (LIHEAP) helps eligible households pay heating and cooling bills. The Community Action Partnership and local community action agencies administer these programs in each region. These don't provide permanent housing but prevent homelessness by keeping utilities connected.
