Free Guide to Understanding ITIN Numbers and the Process

What Is an ITIN and Why It Matters

An ITIN is an Individual Taxpayer Identification Number. The Internal Revenue Service (IRS) issues this nine-digit number to people who need to file taxes in the United States but do not have a Social Security number. The number looks similar to a Social Security number in format, but it starts with the digits 9 and has a specific pattern: 9XX-XX-XXXX.

According to IRS data, approximately 16 million people in the United States use an ITIN to file tax returns. These individuals include undocumented immigrants, nonresident aliens, and certain visa holders who are required to report income to the federal government. The ITIN allows these individuals to pay taxes on earnings, even if they are not authorized to work in the country or do not have permanent residency status.

The IRS created the ITIN program in 1996 to track tax obligations and ensure that all people earning income in the United States pay their fair share of taxes. Before ITINs existed, many people could not file tax returns at all. Now, anyone earning income can register with the IRS using an ITIN, which creates an official record of their tax history.

Having an ITIN serves several purposes beyond just filing taxes. Banks and financial institutions sometimes request an ITIN to open certain types of accounts. Some people use an ITIN to build a credit history, though this depends on the lender. Employers may also request an ITIN as part of hiring procedures, though most employers primarily use Social Security numbers for wage reporting.

Practical Takeaway: An ITIN is a tax identification number issued by the IRS for people without a Social Security number who earn income in the United States. Understanding what an ITIN is helps you recognize whether you might need one and what it can be used for.

Who May Need an ITIN

Different categories of people may benefit from obtaining an ITIN. The most common group includes people who are living and working in the United States without authorization to work. These individuals still earn income and have a legal obligation to pay federal income taxes. An ITIN allows them to file tax returns and fulfill this obligation.

Another group includes nonresident aliens who have U.S. source income. A nonresident alien is someone who is not a U.S. citizen and does not meet the criteria for a resident alien. If a nonresident alien earns income from U.S. sources—such as rental income from property in the United States, investment income, or wages—they may need an ITIN to report this income.

Certain visa holders also use ITINs. For example, people on H-1B visas (specialty occupation workers), L-1 visas (intra-company transfers), or other temporary work visas sometimes obtain ITINs for tax purposes. Similarly, students and exchange visitors on F-1, J-1, or M-1 visas may need an ITIN if they earn income in the United States.

Spouses of U.S. citizens or residents may also need an ITIN. If a person is married to someone with a Social Security number but does not have one themselves, they can obtain an ITIN to file a joint tax return. This can sometimes result in better tax outcomes for the household.

Additionally, dependents who do not have Social Security numbers may need ITINs if they have income that must be reported. Parents sometimes obtain ITINs for adopted children from other countries, or for children born abroad who have not yet been granted Social Security numbers.

Practical Takeaway: Multiple groups of people may benefit from understanding ITIN information, including people without work authorization, nonresident aliens with U.S. income, certain visa holders, and family members of U.S. citizens. Determining whether an ITIN may be useful depends on your specific situation.

The Application Process and Requirements

The IRS has a formal process for obtaining an ITIN. Understanding the steps involved helps you know what to expect and what documents you will need. The process is free—the IRS does not charge a fee to obtain an ITIN. However, tax preparers and other third parties may charge fees if they help you with the process.

The main requirement for an ITIN is proof of identity and proof of residency or presence in the United States. Acceptable identity documents include a valid passport, national identification card from your country of origin, or a visa or travel document. These documents must be original copies or certified copies; photocopies generally are not accepted.

To establish residency or presence in the United States, you may provide documents such as a state driver's license, utility bills with your name and address, lease agreements, bank statements, or mortgage papers. You need documents that show you have a connection to a specific U.S. address. The documents must be current or recent, usually from the past year.

There are several ways to submit an ITIN request. You can mail Form W-7, Application for IRS Individual Taxpayer Identification Number, along with copies of your documents to an IRS address. The form is available for free on the IRS website. Mailing typically takes several weeks or months for processing.

Alternatively, you can submit your Form W-7 in person at certain IRS offices or at partner locations such as participating tax preparation organizations. Some tax preparers and community organizations have been granted authority by the IRS to accept Form W-7 applications on behalf of taxpayers. Processing at these locations is sometimes faster than mail processing. IRS statistics from 2022 showed that in-person applications were processed in an average of 3-4 weeks, while mail applications took 6-8 weeks.

Once submitted, the IRS will review your documents and contact you if additional information is needed. If your request is approved, you will receive notification by mail with your ITIN. The number remains valid as long as you are required to file taxes in the United States.

Practical Takeaway: Obtaining an ITIN involves submitting Form W-7 with identity and residency documents, either by mail or in person. The process is free and can be completed through the IRS or authorized partners.

Common Documents Needed and How to Prepare Them

Preparing the right documents is one of the most important steps in the ITIN process. Having incomplete or unacceptable documents can delay or result in rejection of your request. Understanding which documents are acceptable and how to prepare them helps ensure your submission moves forward smoothly.

For proof of identity, original or certified copies are required. If you have a valid passport, this is typically the easiest document to use. Passports from any country are generally accepted. Other national identification documents are also acceptable, such as a driver's license issued by your home country, a national ID card, or a voter registration card. Military identification and certain travel documents are also acceptable.

The copies you submit must be certified, which means they must be copies that have been officially verified as accurate reproductions of the original. You can obtain certified copies from government offices that issued the original document, from a notary public, or from an authorized organization. Many banks and libraries offer notary services for a small fee, though the IRS does not charge for anything.

For proof of residency, you have more flexibility in which documents you can use. Utility bills work well because they show your name, address, and a specific date. Electric, water, gas, internet, and phone bills are all acceptable. Bank statements and credit card statements also work. Lease agreements and mortgage papers are helpful because they are official documents that establish your legal connection to an address.

When gathering residency documents, collect recent ones—ideally from the past 12 months. The IRS wants to see current proof that you actually live at the address you claim. If your documents are older than a year, they may be rejected. Make copies of both sides of cards and documents to show all relevant information.

Some additional considerations: If documents are in a language other than English, you may need to provide an English translation. Many community organizations and tax preparation services offer free translation services. Do not write on the documents or make any changes to them. Submit clean copies that are easy to read. The IRS specifically states that photocopies are not acceptable for identity documents, but copies certified by a notary public or the issuing agency are acceptable.
