Learn About Flying Without a REAL ID Requirements

Understanding REAL ID and TSA Screening Requirements

The REAL ID Act became law in 2005 as part of broader national security measures. This federal law sets standards for state-issued driver's licenses and identification cards. Starting May 7, 2025, travelers will need either a REAL ID-compliant driver's license or an acceptable alternative form of identification to pass through TSA security checkpoints at commercial airports in the United States.

A REAL ID-compliant license is a state driver's license or ID card that meets specific federal standards. These standards include stricter document verification, address confirmation, and security features like holograms or enhanced bar codes. States began issuing REAL ID-compliant documents years ago, but not all states produced them immediately, and the implementation timeline has been extended multiple times.

Understanding what qualifies as acceptable identification is essential for air travel planning. The TSA maintains a list of documents that meet federal standards for airport screening. This list includes various forms of identification beyond just REAL ID licenses, which is important information for travelers who may not have a REAL ID yet or who prefer alternative documents.

The distinction between REAL ID and non-compliant identification matters only for federal purposes like airport screening. A non-REAL ID driver's license remains perfectly valid for driving and state-level identification needs. The federal requirement specifically addresses access to secure federal facilities and commercial air travel.

Practical takeaway: Check your current driver's license to see if it displays a gold or black star in the upper right corner (or a checkmark symbol, depending on your state). This marking indicates REAL ID compliance. If your license lacks this symbol, you'll need to explore alternative identification options for airport travel.

Alternative Forms of Identification Accepted at Airport Security

Travelers do not need to obtain a REAL ID license to fly domestically. The TSA recognizes numerous forms of identification that meet federal standards for airport security screening. These alternatives include passports, military identification, and several other documents issued by federal or state governments.

A U.S. passport is one of the most widely recognized alternatives to REAL ID. Passports are issued by the U.S. Department of State and meet all federal identification standards. Both standard passports and passport cards are acceptable. Passport books require photos and are valid for 10 years for adults and 5 years for children under 16. Many travelers find passports practical because they serve dual purposes: both international and domestic travel identification.

Military personnel have multiple acceptable options. An active military ID card, a military dependent ID card, or a retired military ID card all meet TSA requirements. Veterans with VA health identification cards can also use those for airport screening. These military documents are issued by the Department of Defense and carry strong security features and verification systems.

The TSA also recognizes several other federal and state-issued documents. These include permanent resident cards (green cards), tribal identification documents, U.S. Coast Guard Merchant Mariner documents, and NEXUS or SENTRI cards used for border crossing. Additionally, enhanced driver's licenses (EDLs) issued by certain states meet federal standards. Some states offer these enhanced licenses as alternatives to REAL ID compliance.

For travelers who are U.S. citizens but don't have a passport or military ID, a state-issued passport card provides a compact, wallet-sized alternative. These cost less than full passports and serve the same identification purpose for domestic flights. Native Americans with tribal IDs issued by federally recognized tribes can also use those documents for airport screening.

Practical takeaway: Review your current identification documents. If you have a passport, military ID, green card, or enhanced driver's license, you already possess an acceptable form of identification for domestic air travel. You may not need to obtain a REAL ID license at all.

How to Obtain a Passport as a REAL ID Alternative

For travelers seeking an alternative to REAL ID compliance, obtaining a passport represents a straightforward option. U.S. passports are issued by the State Department and serve as federal identification documents accepted worldwide. The passport application process involves several steps and requires specific documents, but the timeline and costs are generally manageable for most people.

First-time passport applicants must apply in person at a passport acceptance facility. These facilities include post offices, libraries, court houses, and dedicated passport acceptance agencies in most cities. You cannot apply by mail for an initial passport. Applicants must bring a completed application form (DS-11 for passports or DS-82 for renewals), a government-issued ID, proof of citizenship, and a social security number.

Proof of citizenship requires either an original birth certificate, a previously issued passport, a naturalization certificate, or a consular report of birth. An original or certified copy of your birth certificate is the most common document used. Applicants should request certified copies from their state vital records office if they don't have one on hand. This step often takes one to three weeks depending on the state.

The passport application requires payment of a fee. As of 2024, a standard passport book costs $130 for adults and $100 for children under 16. Processing times vary based on demand and application volume. Regular processing typically takes 6-8 weeks, while expedited processing costs extra but reduces the timeline to 2-3 weeks. During peak travel seasons, even expedited processing may take longer.

A passport card is a more compact, wallet-sized alternative to the standard passport book. It costs $35 for adults and $30 for children and is valid for domestic flights and land/sea border crossings. However, passport cards are not valid for international air travel, so applicants should consider their travel needs before choosing this option.

Practical takeaway: If you don't have a REAL ID and want an alternative for air travel, start gathering your birth certificate and identification documents now. Visit your local post office or passport acceptance facility to learn about current processing times in your area before booking flights. This allows realistic planning for obtaining your passport before your travel date.

What to Know About State REAL ID Compliance Status

Not all states issued REAL ID-compliant driver's licenses on the same timeline. Some states implemented REAL ID requirements early, while others delayed compliance. Understanding your state's status helps clarify whether your current license meets federal standards. The Department of Homeland Security maintains an official list of which states are currently compliant and which remain non-compliant or in extension periods.

States that have achieved full REAL ID compliance issue driver's licenses and ID cards meeting all federal standards. These states verify citizenship through Social Security Number verification, confirm lawful status for immigrants, and request documents proving identity and residency. Compliant states use advanced security features like holograms, microprinting, and specialized bar codes on their licenses.

Some states remain on extension status, meaning they have not yet fully implemented all REAL ID requirements but are working toward compliance. In these states, not all driver's licenses issued are necessarily REAL ID-compliant. An older license from an extension state may not display the federal star symbol. Residents of extension states still need an alternative form of identification for airport security if they haven't yet obtained a newly issued REAL ID-compliant license.

Several states have chosen not to comply with REAL ID standards due to privacy concerns or other state-level policy decisions. In these states, state-issued driver's licenses do not meet federal standards and cannot be used for airport screening without an alternative document. However, residents of non-compliant states can still obtain passports or other federal identification documents for travel purposes.

You can verify your state's REAL ID status through the Department of Homeland Security website. This information changes periodically, so checking current status before travel is recommended. Your state's DMV website may also provide information about whether your specific license meets REAL ID standards based on the issue date and type of license you hold.

Practical takeaway: Visit the DHS REAL ID website to check whether your state is compliant and whether your license qualifies as REAL ID. If you're unsure, contact your state's DMV directly. Having this information prevents surprise complications at airport security.

Preparing for Airport Security With Non-REAL ID Identification

Travelers using alternative identification instead of REAL ID should prepare for the airport security process by understanding what TSA agents expect. Having proper documentation and knowing TSA procedures reduces delays and ensures smooth passage through security checkpoints. The identification rules are straightforward once you understand how TSA verifies documents.
