Learn About Reporting PayPal Fraud and Account Protection

Understanding PayPal Fraud: Common Types and Warning Signs

PayPal fraud occurs when someone uses deceptive tactics to steal money or personal information from account holders. According to the Federal Trade Commission, online payment fraud losses exceeded $14 billion in 2023, with PayPal being one of the most targeted platforms due to its popularity and the volume of transactions it processes daily.

Several types of fraud target PayPal users specifically. Account takeover fraud happens when criminals gain unauthorized access to your account, often through phishing emails or password breaches. In this scenario, the fraudster changes your password and payment methods, then makes unauthorized purchases or transfers money out of your account. Another common type is unauthorized transaction fraud, where someone uses your PayPal account information to make purchases without your permission, sometimes by intercepting your login credentials or stealing details from data breaches at other companies.

Refund fraud represents another significant category. In this scheme, a buyer purchases an item, receives it, then falsely claims the item never arrived or files a chargeback through their bank. The seller loses both the product and the payment. Seller fraud also exists, where a seller takes payment for merchandise but never ships it, leaving the buyer without recourse.

Warning signs that your account may be compromised include noticing transactions you don't recognize, receiving emails about account activity you didn't initiate, or observing changes to your registered email address or phone number. You might also notice that your account password no longer works, or see unfamiliar payment methods added to your account. Some users discover fraud when their bank contacts them about suspicious activity or when they receive notifications about shipments they never ordered.

• Monitor your transaction history weekly, not just monthly
• Set up account alerts for all transactions, not just large ones
• Review connected bank accounts and credit cards regularly
• Check your email forwarding settings to ensure no redirects exist

Practical Takeaway: Familiarity with common fraud types helps you spot problems earlier. Early detection typically results in faster resolution and better chances of recovering funds.

How to Report Fraudulent Activity on Your PayPal Account

Reporting fraud to PayPal involves several specific steps that vary depending on whether you're the account holder, buyer, or seller. The reporting process has become more streamlined in recent years, with PayPal dedicating resources to fraud investigation after experiencing a 25% increase in reported fraud cases between 2021 and 2023.

If you're an account holder who notices unauthorized transactions, your first step should be to log into your PayPal account directly through the website or app—not through any links in emails, as phishing emails often contain malicious links. Go to your Resolution Center, which you can find by clicking on your account name and selecting "Resolution Center" from the menu. Look for the transaction in question and click "Report a Problem." You'll be prompted to select the reason for your report. For unauthorized transactions, choose "I don't recognize this transaction" or "This transaction was not authorized by me."

PayPal will then ask you to provide details about the disputed transaction, including the date, amount, and merchant name. Be as specific as possible. You can also upload supporting documentation, such as screenshots, correspondence with the seller, or bank statements showing the disputed charge. PayPal typically initiates an investigation that can take up to 180 days, though many cases resolve within 20-30 days.

If your account has been fully compromised, you should also change your password immediately from a secure device. Create a strong password with at least 12 characters, combining uppercase and lowercase letters, numbers, and symbols. Additionally, enable two-factor authentication through the Security Center in your account settings. This adds a protective layer requiring a verification code sent to your phone or generated by an authenticator app whenever someone tries to log in.

For account takeover situations where you cannot access your account, contact PayPal's Resolution Center by phone. The phone number appears on the back of your PayPal debit card if you have one, or you can find it through the Contact Us section of the PayPal website. Have your account information, identification, and details about the fraudulent activity ready when you call.

• Report suspicious activity within 60 days of the transaction for faster resolution
• Keep copies of all communications with PayPal regarding your dispute
• Document the date and time you discovered the fraud
• Save screenshots of unauthorized transactions and account changes
• Never share your case number or account details in unsecured emails

Practical Takeaway: Prompt, detailed reporting with supporting documentation strengthens your case and increases the likelihood of a favorable outcome.

PayPal's Buyer Protection and Seller Protection Programs

PayPal offers two main protection programs designed to reduce fraud risk for different users. Buyer Protection covers transactions where the buyer doesn't receive the purchased item or receives something significantly different from what was described. Seller Protection covers sellers who have shipped items but face false claims from buyers.

PayPal's Buyer Protection program protects you when you purchase goods or services through PayPal and the transaction goes wrong. If a seller doesn't send an item you purchased, or sends something substantially different from the listing description, you can file a dispute. The program covers a wide range of scenarios: completely non-delivery, partial delivery, item not as described, and unauthorized transactions. According to PayPal's 2023 data, Buyer Protection resolved approximately 2.3 million disputes, with buyers receiving full refunds in roughly 70% of cases where documentation was complete.

However, Buyer Protection has important limitations. It does not cover certain categories of purchases, including digital goods, gift cards, payments sent as personal transfers, money sent using PayPal's "Friends and Family" option, or services like consulting or tutoring. It also doesn't cover situations where you authorized the payment but later changed your mind about the purchase quality. Additionally, disputes must be opened within 180 days of the transaction date.

Seller Protection works differently. If you're a seller and have shipped an item with tracking confirmation, Seller Protection covers you against claims that the item never arrived. It also covers situations where a buyer claims they didn't authorize a payment, provided you have proof of delivery and the transaction was made using PayPal as the payment method. In 2023, PayPal's Seller Protection resolved disputes involving over $8 billion in transactions, protecting sellers from unwarranted chargebacks and false claims.

For both programs to work effectively, documentation matters significantly. Buyers should keep screenshots of item listings, seller communications, and photos of items received. Sellers should always use PayPal's tracked shipping option and keep delivery confirmation receipts. Using PayPal's shipping label purchasing system provides automatic integration with tracking, making disputes easier to resolve in your favor.

• Keep proof of purchase and all seller communications for at least one year
• Always use tracked shipping with signature confirmation for high-value items
• Take photos of items received, including packaging and condition
• Open disputes within the 180-day window even if you're still trying to resolve informally
• Review protection program exclusions before making special category purchases

Practical Takeaway: Understanding what each protection program covers prevents misplaced expectations and helps you take appropriate steps to document transactions.

Strengthening Your Account Security Against Fraud

Preventing fraud before it occurs requires multiple layers of security. PayPal recommends a comprehensive security approach, and research from the Identity Theft Resource Center shows that accounts with two-factor authentication enabled experience 99.9% fewer fraudulent compromises than those without it.

Two-factor authentication (often called 2FA) represents the most critical security measure you can implement. This requires a second form of verification beyond your password when logging in or making sensitive account changes. PayPal offers several 2FA methods: receiving a code via text message, using an authenticator app like Google Authenticator or Microsoft Authenticator, or using biometric authentication if your device supports it. To enable 2FA, go to your account settings, select "Security," then choose "Two-factor authentication." The authenticator app method provides stronger security than text messages because it generates codes that don't transmit over cellular networks, making interception nearly impossible.
