Understanding Roseville Utilities and Your Monthly Bill

Roseville Utilities provides water, sewer, and solid waste services to residents and businesses in Roseville, California. Your monthly bill reflects the services your household or business uses during the billing period. The bill typically arrives monthly and shows charges broken down by service type. Understanding what each charge represents helps you track your usage and identify opportunities to manage your costs.

Your Roseville Utilities bill contains several key components. The water portion charges for the amount of water delivered to your property, measured in units called hundred cubic feet (HCF). One HCF equals 748 gallons. The sewer charge covers the cost of treating wastewater that leaves your property through the sewer system. Solid waste charges cover trash and recycling collection services. Each service may have a base or fixed charge plus variable charges based on usage.

The bill also includes any applicable taxes and fees required by local or state law. During certain seasons, you may see additional charges related to stormwater management or other district services. Reading your bill carefully allows you to spot changes in your usage patterns or charges. Most bills include a comparison to your usage during the same month in the previous year, which provides context for understanding whether your consumption has increased or decreased.

Roseville Utilities typically sends bills on a monthly schedule. The bill shows the meter reading date, the number of days in the billing period, and the total amount due. Payment is generally due within 20-30 days of the bill date, though this timing may vary. Late payment penalties may apply if payment is not received by the due date listed on your bill.

Practical takeaway: Set aside time each month to review your bill when it arrives. Check the due date, note the charges for each service, and compare your current usage to previous months. This habit helps you catch billing questions early and understand your consumption patterns.

Online payment through the Roseville Utilities website represents one of the most popular payment methods. You can log into your account, view your current bill, and pay using a debit or credit card. Online payment typically processes quickly, though processing times may vary by payment method. The website also allows you to view your payment history and access past bills. This method works 24 hours a day, seven days a week, allowing you to pay according to your schedule.

Phone payment is another option for customers who prefer speaking with a representative. You can call the Roseville Utilities customer service line during business hours to pay over the phone using a bank account or card. A customer service representative can answer questions about your bill while processing your payment. Phone payment may include a small service fee depending on the payment method used.

In-person payment at the Roseville Utilities office allows you to pay with cash, check, or card. The office is located in downtown Roseville at 311 Vernon Street. Office hours are typically Monday through Friday during standard business hours. Paying in person provides an opportunity to speak with staff about your account or billing questions. Some customers prefer this method for the immediate confirmation of payment.

Automatic bank draft or autopay arrangements represent another payment option. You can set up recurring monthly payments directly from your bank account on a date you choose. This method reduces the need to remember payment due dates and ensures consistent on-time payments. To establish autopay, you'll need to provide your bank account information through the online portal or by contacting customer service.

Mail payment remains available for those who prefer traditional methods. You can write a check, include your bill stub, and mail it to the address listed on your bill. Mail payment takes additional time for postal delivery and processing, so sending payments at least one week before the due date helps avoid late fees. Always keep a copy of your check number and mailing date for your records.

Practical takeaway: Choose a payment method that fits your routine. If you tend to forget due dates, set up autopay. If you prefer to monitor each payment, online payment or phone payment may work better. Test your chosen method with one payment to ensure it processes correctly before relying on it exclusively.

Setting Up Your Online Account and Using the Customer Portal

Creating an online account with Roseville Utilities gives you access to your billing information anytime. The customer portal allows you to view bills, make payments, report problems, and manage account preferences from your computer or mobile device. Setting up an account takes just a few minutes and requires basic information from your bill.

To create an account, visit the Roseville Utilities website and look for the customer portal login section. You'll typically need to provide your account number, service address, and a portion of your phone number or zip code to verify your identity. Once the system confirms your information, you can create a username and password. Choose a password that combines letters, numbers, and special characters to protect your account security.

After logging in, your portal dashboard displays your current bill amount, due date, and payment history. You can view detailed breakdowns of charges for water, sewer, and solid waste services. Most portals show usage graphs or charts that display your consumption over several months or years. This historical data helps you understand seasonal patterns—for example, many households use more water during summer months for outdoor watering.

The portal typically includes a payment section where you can make one-time payments or set up recurring autopay. You'll enter your payment method and confirm the amount and date. The system usually provides confirmation information and allows you to print or save a receipt. Keep this confirmation for your records until the payment appears on your account.

Additional portal features often include the ability to report water leaks or service problems, view consumption reports, and update contact information. Some portals allow you to receive bill notifications by email instead of or in addition to paper bills. Setting up email notifications helps you remember due dates and stay informed about account changes.

If you forget your password, most portals include a "forgot password" or password reset option. You'll answer security questions or verify your identity through email or text message. Never share your login information with others, and change your password periodically for security. If you notice unusual activity on your account, contact Roseville Utilities customer service right away.

Practical takeaway: Log in to your online account at least monthly, even if you prefer paying by another method. Review your current charges, compare usage to previous periods, and ensure all information is accurate. Familiarizing yourself with the portal helps you spot billing issues quickly.

Understanding Usage Charges and Reading Your Meter

Your Roseville Utilities bill includes charges based on the amount of water, sewer service, and solid waste your property uses during the billing period. Understanding how usage is measured and charged helps you see why your bill may increase or decrease from month to month. Many customers find that tracking their own meter readings gives them better insight into their consumption patterns.

Water usage is measured by a meter installed at your property where the water line enters from the street. The meter measures volume in hundred cubic feet (HCF), where one HCF equals 748 gallons or about 100 gallons. Your bill shows two meter readings: the reading at the start of the billing period and the reading at the end. The difference between these two readings is your usage for that month. For example, if your meter read 1,000 HCF on January 1 and 1,050 HCF on February 1, you used 50 HCF during January.

Rate structures for water and sewer charges typically use tiered pricing, meaning the price per unit of water changes based on total usage. A tier one rate applies to a certain amount of water, while a higher tier two rate applies to water used beyond that threshold. This structure encourages conservation by charging more for higher consumption. Drought years or specific seasons may see adjusted tier thresholds or rates. Your bill itemizes charges by tier so you can see exactly how much water usage falls into each pricing level.

Solid waste charges are usually based on the size of your trash and recycling containers rather than the actual weight of waste. A standard household with a 32-gallon trash bin and a 32-gallon recycling bin pays a set monthly charge. Larger containers for households or commercial businesses incur higher charges. If you want to reduce solid waste charges, you can request a smaller container size, though most customers need standard sizes for regular waste.
